The Quartz Conference has a rule, if a Pokemon leaves the field, it counts as a loss, but this only applies to voluntarily leaving. If knocked out by the opponent, returning within ten seconds won’t count as losing combat ability.
However, judging Sparky’s condition, it’s unlikely he’ll return within ten seconds, even waking up soon is uncertain.
"Ah... Ah Hong’s Pikachu is unable to battle! Ash’s Pikachu wins!"
The referee, briefly stunned, finally came to and raised the flag, announcing the match result.
